Clarification Statement Issued by the Rafah Chamber of Commerce and Industry

Clarification Statement Issued by the Rafah Chamber of Commerce and Industry
03 August 2026
In line with its national and institutional responsibilities, and out of its commitment to clarifying the facts to our people and all private sector institutions, and in light of the recent discussions regarding the formation of what has been referred to as the “Private Sector Emergency Committee” in the Gaza Strip, the Rafah Chamber of Commerce and Industry hereby affirms the following:

The Rafah Chamber of Commerce and Industry operates in accordance with the provisions of the Palestinian Law on Chambers of Commerce, Industry and Agriculture and the applicable regulations, under the umbrella of the Palestinian Ministry of National Economy, headed by H.E. Dr. Mohammad Al-Amour, Minister of National Economy. The Chamber operates within an institutional framework subject to supervision and coordination with the Federation of Palestinian Chambers of Commerce, Industry and Agriculture and the Coordinating Council of Chambers of Commerce, as the official bodies responsible for regulating the work of chambers of commerce in the State of Palestine.

Accordingly, any initiative, committee, or framework claiming to represent the private sector must be established in accordance with the applicable legal procedures and official requirements, following consultation and consensus with the competent authorities and relevant institutional bodies, while ensuring fair representation of all chambers of commerce, governorates, and components of the Palestinian private sector.

Therefore, the Rafah Chamber of Commerce and Industry confirms that it was not a party to the formation of what has been referred to as the “Private Sector Emergency Committee,” nor was it consulted or asked to approve its formation. Accordingly, this committee does not represent the Chamber and does not express its position or vision.

The Chamber further emphasizes that any individual or entity claiming to represent the Rafah Chamber of Commerce and Industry within this committee, or speaking on its behalf, is doing so without any official authorization or mandate issued by the Chamber. The Chamber therefore assumes no responsibility for any statements, positions, or actions made or taken in this regard.

The Chamber also stresses that the current circumstances, with their exceptional challenges, require the unification of efforts and the strengthening of institutional work, while avoiding individual initiatives or formations that are not based on legal and official consensus. This is essential to preserve the unity of the private sector, safeguard its institutions, and strengthen its ability to fulfill its national and economic role in serving our people.

The Rafah Chamber of Commerce and Industry reiterates its full commitment to serving the private sector and defending its interests, while working in coordination and partnership with the Palestinian Ministry of National Economy, the Federation of Palestinian Chambers of Commerce, Industry and Agriculture, and the Coordinating Council of Chambers of Commerce. This is aimed at serving the public interest, preserving the unity of national institutions, and strengthening the rule of law and respect for the legitimate institutional frameworks governing collective action.

Rafah Chamber of Commerce and Industry
Acting Chairman of the Chamber
Mr. Abdullah Madi
